The study plays a major role supporting Taiwan EPA’s policy plan. The three main topics of this study are shown below: 1.Initiate a district-wide air pollutant emissions ceiling program: (1)Air pollutant emissions ceiling program: Confirmed with USEPA officials that this program is similar to the New Source Review(NSR) of Clean Air Act(CAA), not the Acid Rain Program in emission trading system. (2)Completed two subsidiary legislation: We have actively discussed with the industry, city and county EPA, Ministry of Economic Affairs Industrial Development Bureau, and relevant technical consulting organizations. (3)Simplified application process in the recognition of emission: The cross-platform link of the air pollution charge and emission quantities declaration database system is established for the first time and the on-line application system for emission quantities approval is also enabled. (4)Completed the design of the district-wide air pollutant emissions ceiling program, related forms, and guidelines: In order to avoid gaps between the program and actual operation, we have discussed with EPA’s technical adviser organization actively. 2.Promote fine particle PM2.5 control strategy (1)Confirmed that US employsperiodic FRM manual sampling to conform to NAAQS : Recommends an amendment relating to the determination of conformity to the criterion to Article 7 in the domestic Air Pollution Control Act Enforcement Rules. (2)Reviewed the PM2.5 Master Plan by taking into account of experts’ suggestions: We have set up the ”Expert adviser group of air quality standard for fine particle” and suggested to promote discussions in the group in the future. (3)Visibility sampling and analysis: It was found that traffic influences particle concentration, composition, and visibility. The result showed that particle mass concentration obtained by manual sampling is lower than that obtained by continuous monitoring in parallel comparison. 3.Administrative support of air quality improvement strategy (1)Utiltized time series statistic method to complete analyzing the connections between air quality, emission quantities, and reduction effects in KaoPing area. It is recommended to strengthen the mobile source and fugitive source control. (2)Compiled the latest international information: We have reviewed more than 50 papers and 6 related studies. We have also edited the official guide for public in both the Chinese and English versions, and held or assisted in the 50 related meetings.
